Project Manager

Aim of the position:
In the framework of the Education Cannot Wait (ECW) First Emergency Response (FER) project, the Project Officer will be responsible for the implementation, coordination, and monitoring of education in emergencies activities in the geographical areas under her/his responsibility.

Principali compiti e responsabilità

Main tasks and responsibilities:
The Project Officer will ensure timely delivery of inclusive, safe, and quality learning activities, targeting crisis-affected girls and boys, including adolescents and children with disabilities, in both collective shelters and host communities.
S/he will report to the Project Manager to ensure a harmonized approach with AVSI program and MEAL departments, the technical team and the local partners.
I- Organization, Planning and Reporting
- Work closely with the Project Manager to prepare and regularly update detailed workplans, activity schedules, and service delivery plans, ensuring alignment with project targets and timelines.
- Coordinate with outreach volunteers to plan and oversee beneficiary identification and enrolment, ensuring inclusion of the most vulnerable groups.
- Ensure adherence to MEAL requirements, including beneficiary tracking, attendance, and activity monitoring.
- Coordinate with the MEAL department to ensure:
• Accurate and timely data collection and entry (Activity Info)
• Proper documentation (registration, attendance, dropouts, assessments)
• Data verification and consistency across tools
- Ensure beneficiary lists are validated, updated, and shared with relevant teams.
- Support the establishment of activity schedules (NFE, SEL, PSS MHPSS, distributions,…).
- Regularly report to the Project Manager on:
• Progress against targets
• Challenges and delays
• Field-level risks and mitigation actions
II- Education Component
- Coordinate with Education technical staff to support the delivery of non-formal education (ECE, BLN and RS), Teacher training, coaching, and classroom observations
- Act as the direct supervisor of center coordinators in the assigned area.
- Ensure smooth implementation of all education activities, including the management of temporary learning spaces (TLS) and learning environments, monitoring of attendance and follow-up on absenteeism and timely entry of data into Activity Info by the center coordinators
- Oversee the distribution of education kits, recreational kits, and learning materials
- Liaise with school principals and local authorities to support ensure access to public schools and shelters
- Ensure inclusion of children with disabilities, provision of assistive devices and referrals to specialized services
- Ensure accessibility of learning spaces and participation of all children.
III- Child Protection
- Ensure all staff and partners comply with AVSI Child Safeguarding and PSEA policies.
- Monitor learning environments to ensure they are safe, inclusive, and protective.
- Identify and report protection concerns through appropriate channels.
- Ensure confidential referral pathways are functional and accessible.
- Refer cases to Child Protection, MHPSS, or Inclusion teams for follow-up.
- Oversee the delivery of structured SEL, PSS and MHPSS activities
- Support implementation of GBV risk mitigation measures, especially for adolescent girls.

IV- Use of the project’s resources
- Identify and refer the procurement/logistical needs of the centers to the Project Manager.
- Guarantee the exclusive use of the hotline for professional purposes.
- Monitor the work of the centers coordinators to guarantee the correct functioning of the services.
- Timely submission of timesheets to the administration on the last day of activities in each month.
- Based on project needs, develop recruitment requests for teachers, assistants, volunteers, etc. in compliance with HR forms and requirements.
- Consolidate and submit payment tables, journal expenditure request, purchase requests, based on the forecast of logistical resources needed and agreed with the PM.
V-Others
- Participate in project staff training.
- Implementation through creating synergies and planning joint activities
- Ensure continuous coordination and communication with the other sector partners
- Perform other duties within areas of responsibility as requested by the supervisor.

Requisiti essenziali

Essential requirements:
Education: diploma in social sciences, education or any other related field
Work experience: at least 3 years of experience in NGOs and related education programs
Required skills and experiences:
Hard Skills: Administrative, Analytical Reasoning, Cloud Computing, Office Package Processing
Soft Skills: Collaboration, communication, conflict resolution, creative and critical thinking, decision making, dealing with public relations, flexibility, leaderships, motivation, problem-solving, teamwork, time management.

Additional skill and\or experience (optional): Driving license, availability to frequent field missions.
Language Proficiency: Arabic mother tongue, fluent in English
