Head of Education Programs

The Project Manager will oversee all project components across all partners (co-applicants and sub-implementing partners), while directly managing the day-to-day implementation of AVSI’s component. The role ensures the effective, timely, and high-quality delivery of the emergency education project, guaranteeing inclusive and protective access to learning for crisis-affected children across multiple governorates in Lebanon. The PM will lead coordination, monitor partner achievements, and ensure alignment with donor requirements, national frameworks, and sector standards, while delivering integrated education, MHPSS, protection, gender, and inclusion interventions in a rapidly evolving emergency context.

Principali compiti e responsabilità

Main tasks and responsibilities:
• Provide overall strategic leadership and technical direction of the project, ensuring alignment with consortium objectives and donor requirements
• Oversee planning, implementation, and adaptive management of project activities across all locations and modalities (in-person, remote, hybrid), through regular visits to project sites
• Ensure delivery of integrated, inclusive, and quality programming linking education, MHPSS, protection, gender mainstreaming, and disability inclusion
• Manage and supervise partnerships, including co-applicants and local partners, ensuring quality implementation and compliance with MEHE requirements.
• Prepare and manage the contracts with local partners, monitor closely the sub-granted local partners in terms of budget management, use of resources and reporting.
• Monitor closely AVSI sub-granted local partners in terms of quality of implementation, results and reporting.
• Contribute to the overall process of coordination, harmonisation and learning and sharing process of the consortium
• Lead financial and resource management, including budgeting, forecasting, and efficient use of funds in line with project objectives and in close coordination with the operation and finance.
• Ensure full compliance with donor, organizational, and national standards, including safeguarding, PSEA, and accountability to affected populations
• Oversee monitoring, evaluation, accountability, and learning (MEAL) systems, ensuring quality data collection, reporting, and continuous improvement
• Lead timely and accurate narrative and financial reporting to donors, internal stakeholders, and coordination platforms
• Represent the organization in coordination forums and strengthen collaboration with government, sector partners, and key stakeholders (including MEHE and the education sector)
• Lead and support project teams, including recruitment, performance management, capacity building, and staff wellbeing
• In coordination with the HR department, support the development and human and professional growth of staff through supporting internal and external training opportunities; support the recruitment process of the staff needed; participate in the HR planning and appraisal system; facilitate the organization/implementation of trainings organized by AVSI, WGs, donors, Ministries, etc. for the staff
• Ensure visibility and communication compliance, including donor visibility requirements and external communication in coordination with relevant teams

Requisiti essenziali

Essential Requirements
Education:
• Advanced university degree in Education, Social Sciences, International Development, Humanitarian Studies, or a related field
Work Experience:
• Minimum 3 years of experience in project management, preferably in Education in Emergencies or humanitarian contexts
• Proven experience managing multi-partner and/or consortium projects, including oversight of local partners
• Demonstrated experience in emergency response programming, preferably in Lebanon or similar complex contexts

Required Skills and Experiences
Hard Skills:
• Strong project and grant management (planning, budgeting, reporting, compliance)
• Solid understanding of Education in Emergencies (EiE), including non-formal education and learning continuity approaches
• Knowledge of MHPSS, child protection, gender equality, and disability inclusion integration
• Experience with MEAL systems, data analysis, and reporting tools
• Financial management and budget monitoring skills
• Familiarity with humanitarian coordination mechanisms and sector standards
