Country Representative/Head of Program

• The MEAL Officer oversees and coordinates all monitoring, evaluation, learning, and accountability activities at the project level.
• The MEAL Officer supports the formulation and writing of project monthly reports, assists with implementation, and ensures the capitalization of knowledge and content.
• Collaborates with the Project Manager to ensure the quality of interventions, manages data, provides information and guidance, develops tools, organizes and coordinates the project MEAL team.
Salary: €3,000–€3,500 net per month.
Working Conditions:
• Based in Port au Prince
• May require travel to remote and insecure areas.
• Must be adaptable to a dynamic and fast-paced working environment.

Principali compiti e responsabilità

• Collaborate in the project start-up, implement the MEAL plan, and develop the necessary tools to guide the monitoring process according to the logical framework, in collaboration with the Project Management and technical advisors (as applicable).
• Support the project lifecycle for all MEAL activities.
• Provide technical and methodological support to the Project Manager for the implementation of monitoring and evaluation activities, data management (including survey questionnaire design, sampling, data entry methods, data extraction, and interpretation), and integration of cross-cutting issues.
• Assist with data collection and analysis activities (methods, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, and impact analysis to prepare evaluations of ongoing projects.
• Contribute to the preparation of final versions of reports, studies, and monitoring and evaluation analyses produced by the MEAL team.
• Functionally intervene to propose solutions and ensure the expected outcomes of the project monitoring plan are achieved.
• Collaborate, if needed, in the recruitment, management, training, and supervision of the project MEAL team.
• Establish and maintain effective working relationships with consortium partners.
• Compétences et expérience requises

Requisiti essenziali

• Education: Degree in Political Science, Public Administration, International Affairs, Economics, or a related field (Anthropology, Sociology, Statistics).
• At least 3–4 years of professional experience in humanitarian and/or development organizations in a similar role.
• Previous professional experience in Haiti is an advantage.
• Advanced skills in quantitative and qualitative research methods.
• Significant experience in designing and maintaining management information systems and tools (in-depth knowledge of ActivityInfo and CommeCare is an advantage).
• Excellent analytical skills and ability to effectively use various statistical software packages.
• Knowledge of Humanitarian Essentials, Sphere Standards, CHS, and other international humanitarian guidelines.
• Experience in training and mentoring staff (capacity-building for local personnel is a key aspect of the role).
• Strong experience in proposal writing (ToRs, logical frameworks) and in-depth knowledge of GCP.

• Experience in similar humanitarian contexts, demonstrating a high capacity for adaptation.
