Country Representative (1st supervisor) and Regional Operations Manager (2nd supervisor)

Our organization is an international NGO operating in 41 countries, committed to addressing global challenges through international cooperation projects. We work with an impact-oriented approach, collaborating with local and international partners to respond to humanitarian emergencies and promote sustainable development.
We are looking for a dynamic and passionate individual to join our Burundi team as Grants and Operations Manager
The Grants and Operations Manager assures efficiency and efficacy in all operations within the country. She\he assures compliance (accountability) with AVSI's internal policies and procedures, and according to those provided by the Donors. The Grants and Operations Manager performs each activity according to the Code of Ethics in line with AVSI Mission, Values and Method and shares the organizational culture with colleagues, beneficiaries and all stakeholders. He\she is a role model in understating, sharing and adhering to AVSI core values and behaviors (focusing on transparency, integrity, accountability, etc. as per AVSI Code of Ethics) and ensures their adoption and implementation.
Gross salary: 40.000-45.000 EUR per year - depending on experience.

Principali compiti e responsabilità

• Under the lead of the Country Representative he\she, plays a key role in the development and implementation of the country programme direction and strategy in all aspect related to grants and operations (administration/finance, logistic/procurement)
• Ensure compliance with all AVSI policies and local laws including NGO law, tax, and any other applicable local laws, providing a framework for effective policy implementation concerning operations
• Developing and implementing annual departmental plans in line with the country annual plan and measuring performance against key indicators
• Comply and support the implementation and correct application of all procedures and guidelines and actively engage in problem solving through informed and innovative solutions
• Represent AVSI in technical forums and to donors and other external stakeholders (including the media) when requested by the Country Representative
• Promote the technical and professional growth of the Operations staff.

Grants Management
• Lead on organisational assessments and due diligence of Partners as per AVSI’s procedures
• In coordination with the Country Representative and the Project Manager, draft Partner Agreements/MoUs with relevant Annexes and take through signing processes
• Contribute to partner capacity building as required and identified in partner assessment. Grant Agreement
• Together with the PM, summarize in writing, key reporting and compliance requirements (compliance checklist) including potential issues
• Maintain grant management database and oversee grant management including timely reporting in line with the relevant donor contracts and compliance requirements
• Monitor grant payment schedules and income requests for respective portfolio, working closely with finance to ensure this is done in a timely manner
• Coordinate with respective budget holders and finance to ensure partners’ budgets are correctly allocated and aligned
• Be responsible for verifying partners’ financial reports.

Operations Management:
• Overall responsibility for effective and efficient management of the field projects consistent with the project management cycle and AVSI’s and donor systems, policies and procedures
• Provide the Project Managers the necessary support to ensure appropriate AVSI and donor administrative, financial and logistics systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently
• Through regular field visits and good communication with field sites provide sound technical advice on the operational aspects of project management i.e. logistics, finance and administration
• Supervise accounting and administrative staff in the country, ensure that accounting data are consistent and timely updated and that requested supporting documentation is available
• Supervise the elaboration of financial reports for donor submission
• Be responsible for the sound financial management of the projects and of the country
• Ensure AVSI complies with all legal and bureaucratic requirements in country
• Collaborate with HR at the Country level for administrative issue related to employment
• Ensure that project implementation meets donor compliance requirements
• Ensure monitoring systems are in place and that project reviews/audits are carried out periodically in conjunction with the country team and project partners
• Exercise accurate budget control, overview of projects spending, and ensure sound financial management
• Oversee budgets revision/realignments and provide advice and assistance where necessary
• Draw up budgets for new projects/extensions of projects together with the relevant team and financial staff
• Prepare and monitor AVSI financial statements, and be the lead for annual and/or project audit
• Supervise the logistic (assets, fleet, rentals, stocks, supplies etc) and the procurement department with particular focus on ensuring that AVSI and Donor procurement procedures are adhered to
• Support AVSI teams in delivery of quality programmes through coordination, advice, information sharing & analysis whenever required.

Requisiti essenziali

• Education: Master’s degree in Business Administration, Economics or equivalent or equivalent with at least 7 years of global experience in finance & administration
• At least 5 years of experience as finance/administration manager
• At least 2 years of experience in development/Humanitarian context

Competenze ed esperienze richieste

• Experience and well-developed skills in staff management, supervision, and capacity building
• Proven track record of supporting a senior management team, and providing strategic support across multiple sectors and/or regions
• Solid knowledge of accounting systems, software and principles
• In depth knowledge of the requirements of major donors
• Strong budgeting, accountancy skills, and ability to prepare financial reports, budget proposals, and financial planning documents
• Good attention to detail and analytical skills
• Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems)
• Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
• Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
• Strong communication (written and spoken), and interpersonal skills in French (written and oral) C1, with experience in managing multicultural teams.

• Significant experience with NGOs in an international emergency environment.
