Collaborate with MENA HR advisor to coordinate HR operations across multiple MENA country programs, ensuring compliant, timely, and high-quality people processes aligned with AVSI standards and donor requirements. Partner with country teams and HQ to deliver recruitment, HR administration, performance, compliance, and learning initiatives.
MENA HR Officer (national)
Main tasks and responsibilities
1. Recruitment
· Coordinate end-to-end recruitment for national positions, including following up on drafting JDs, posting, proactive sourcing, screening, competency-based interviewing, reference checks, offers, and onboarding.
· Partner with hiring managers to define role requirements, selection criteria, interview panels, and assessment methods; ensure timely shortlists and structured feedback.
· Maintain equitable, transparent, and inclusive hiring practices; apply safeguarding and PSEA principles throughout the recruitment cycle.
· Ensure recruitment processes comply with AVSI policies, local labor laws, and donor regulations including documentation of selection decisions and salary justifications.
· Ensure complete, audit-ready archiving of all recruitment files in line with records-retention policies.
2. HR Administration & Operations
· Follow up with Local HR to maintain accurate, confidential employee records and HR databases (e.g., Microsoft Dynamics), including contracts, amendments, position changes, and personal data, and act as Local HR Officer when needed.
· In Absence of Local HR officer, Prepare employment contracts, extensions, and end-of-contract documentation; track probationary periods and contract expiries with proactive notifications to managers.
· Maintain HR calendars, org charts, position control, and staffing lists; support workforce planning and HR reporting to HQ/donors.
3. Performance Management
· Coordinate the full performance cycle: goal setting, mid-year reviews, annual appraisals, and development plans.
· Track completion rates, quality of objectives, and performance outcomes; generate reports and follow up on improvement plans and probation assessments.
4. Talent Development and Workforce Planning
· Conduct training needs analyses with managers; translate findings into annual L&D plans.
· Coordinate delivery of internal trainings and workshops; track participation, completion, and post-training impact.
5. HR Policies & Compliance
· Implement and monitor adherence to internal HR policies, Code of Conduct, safeguarding, and PSEA standards across country offices.
· Review and suggest updates to local HR SOPs, handbooks, and templates to ensure consistency and legal alignment.
6. Trainings (Safeguarding, Code of Conduct, Ethics)
· Coordinate mandatory trainings on safeguarding, Code of Conduct, anti-harassment, anti-fraud, and ethical standards.
· Ensure 100% completion of HQ-mandated courses; maintain training records and refresher schedules.
7. Coordination and Representation
· Liaise with Country HR/Admin focal points, Program, Finance, Supply Chain, and Security to ensure aligned operations.
Required skills and experiences
HR experience, preferably with INGOs in the MENA region.
