Country Representative/ Financial Manager

The Responsible for Procurement, Administration and Finance will oversee and actively participate in the financial management and accounting functions of AVSI’s humanitarian and development projects in Haiti. This role requires a finance professional with a strong understanding of humanitarian contexts, compliance with donor requirements, and the ability to provide sound financial guidance to ensure the effective and efficient use of resources. This position is specifically for the humanitarian project financed by OCHA. The Responsible for Procurement, Administration and Finance will work in close collaboration with program, logistics, and senior management teams to ensure strong financial oversight of the OCHA-funded humanitarian project. The role aims to strengthen accountability, ensure compliance with donor regulations, and support the effective, transparent, and sustainable delivery of program activities.
Salary: €3,000–€3,500 net per month.
Working Conditions:
• Based in Port au Prince
• May require travel to remote and insecure areas.
• Must be adaptable to a dynamic and fast-paced working environment.

Main tasks and responsibilities

1. Financial Management and Oversight

• Develop and monitor project budgets, ensuring alignment with donor requirements and organizational objectives.
• Provide accurate and timely financial reports to donors, stakeholders, and internal teams.
• Maintain financial systems and controls to safeguard assets and ensure the efficient use of resources.
• Ensure cash flow planning and management to support program activities.

2. Compliance and Audit

• Ensure compliance with local laws, donor regulations, and organizational policies.
• Prepare for and coordinate internal and external audits, addressing audit findings promptly.
• Stay updated on financial regulations and donor guidelines, implementing necessary changes.

3. Financial Planning

• Contribute to the project strategic planning and decision-making processes.
• Identify financial risks and develop mitigation strategies.
• Work with the Country Director and program teams to ensure sustainability in financial planning.
• May require travel to remote and insecure areas.
• Must be adaptable to a dynamic and fast-paced working environment.

Essential Requirements

• Strong knowledge of financial management systems, i.e. Sage and Navision.
• Excellent analytical skills and attention to detail.
• Ability to communicate complex financial information to non-financial stakeholders.
• Fluency in French and English required; knowledge of Haitian Creole is an asset.
• Strong leadership and team-building abilities.

Required skills and experiences

• Prior experience working with humanitarian donors.
• Previous experience in Haiti.
• Experience in similar humanitarian contexts, demonstrating a high capacity for adaptation.
