The Head of Finance and Administration assures compliance (accountability) with AVSI's internal policies and procedures, and according to those provided by the Donors. She/he performs each activity according to the Code of Ethics in line with AVSI Mission, Values and Method and shares the organizational culture with colleagues, beneficiaries and all stakeholders. She\he is a role model in understating, sharing and adhering to AVSI core values and behaviors (focusing on transparency, integrity, accountability, etc. as per AVSI Code of Ethics) and ensures their adoption and implementation.
Head of Finance and Administration
Main tasks and responsibilities
• Under the lead of the Country Representative, he\she, plays a key role in the development and implementation of the country programme direction and strategy in all aspect related to administration/finance
• Ensure all projects adhere to AVSI’s guidelines and procedures (in particular, administrative and financial) so that effective and efficient support functions contribute to improvement of programme quality
• Ensure that projects implementation meets donor compliance requirements
• Ensure compliance with all legal (including but not limited to NGO law, tax, and any other applicable laws) and bureaucratic requirements of the country, providing a framework for effective policy implementation concerning the Administrative and Finance Department
• Exercise accurate budget control and ensure that financial management of projects in line with the respective budgets
• Oversee budgets revision/realignments for submission to donors and provide advice and assistance where necessary
• Support field offices in the timely preparation of projected expenditures each month (cash book management) and discuss/analyse monthly Financial Planning and reports
• Be responsible for timely and correct submission of financial reports to AVSI/Donors/Local authorities
• Ensure timely and accurate preparation of financial statements, reports, and disclosures in accordance with accounting principles, regulatory requirements, and internal policies and procedures
• Be responsible for the proper implementation of project/financial statements audits
• Under the supervision of the Country Representative, collaborate with the HR department at the Country level for administrative aspects related to employment
• Develop and implementing annual departmental plans in line with the country annual plan and measuring performance against key indicators
• Promote the technical and professional growth of the Administration/Finance staff, including the staff of the peripheral offices
• Provide advice and assistance whenever required.
Essential Requirements
• Bachelor’s degree in Business Administration, Economics or related field
• Master’s degree in relevant field would be an advantage
• Minimum 10 years of progressive experience in in finance, accounting, or audit roles, preferably within INGOs, multinational organizations, and in complex operational environments
• At least 5 years of field experience in an NGO, ideally in a similar role
• Previous experience in DRC or the region will be an advantage.
Required skills and experiences
• Computer skills: Excellent knowledge of the main Office IT tools + accounting and ERP software
• Demonstrated excellent ability to coordinate and manage multiple teams, partners and maintain strong relationships with government entities, donors, and other stakeholders
• Proven track record of supporting a senior management team, and providing strategic support
• Excellent knowledge of the requirements of major donors, experience in budgeting and reporting to donors, and in managing external audits
• Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
• Capacities of managing of external audits
• Strong capacities of financial management and planning
• Leadership and training skills
• Proficient knowledge of French and English (written and oral)
• Valid international driving license
