Our organization is an international NGO operating in 41 countries, committed to addressing global challenges through international cooperation projects. We work with an impact-oriented approach, collaborating with local and international partners to respond to humanitarian emergencies and promote sustainable development.
We are looking for a dynamic and passionate individual to join our Democratic Republic of Congo team as Human Resources Manager.

The Human Resources Manager will be responsible for end-to-end HR management.
The role covers the full HR cycle, including recruitment, onboarding, HR policies, performance management, staff relations, learning and development, compliance with local labor laws, and HR reporting
The HR Manager performs each activity according to the Code of Ethics in line with AVSI Mission, Values and Method and shares the organizational culture with colleagues, beneficiaries and all stakeholders. He\she is a role model in understating, sharing and adhering to AVSI core values and behaviours (focusing on transparency, integrity, accountability, etc. as per AVSI Code of Ethics) and ensures their adoption and implementation.

Main tasks and responsibilities

General HR aspects
• Contribute to AVSI’s internal discussions on human resources to define priorities and guidelines for personnel management and development
• Responsible for supervising the HR focal points/HR Officers /HR Assistants in the field regarding HR processes (compliance with recruitment procedures, monitoring of national staff contracts, updating individual personnel files)
• Responsible for organizing monthly meetings with the HR staff
• Supervise the implementation of Dynamics HR and ensure its accuracy
• Lead and take part in AVSI surveys on salaries, living conditions in different locations, benefits, and other HR-related areas
• Liaise with the human resources team at Regional and/or HQ level
• Be available to travel to AVSI bases across the DRC (other than the location stated in the employment contract) when required by the line manager.
• Support legal/administrative aspects of authorization renewals/extensions
• Attend any coordination meetings with local authorities, INGOs, NGOs, UN etc. in the area of HR
• Collaborate for the proper functioning of AVSI in the country and in the specific work area
• Perform other necessary tasks related to the function and requested by the Supervisor.

Adoption of HR policies and procedures
• Ensure the dissemination and proper implementation of HR policies and procedures to all staff (national and international)
• Lead on the elaboration/update of specific HR procedure and/or Internal Regulation on the basis of those released by AVSI HQ
• Ensure AVSI’s HR procedures (new and existing) comply with Congolese labour law and regulations and tax requirements
• Liaise with consultancy firms and the labour inspectorate to obtain updated laws and regulations for proper HR management.

Recruiting, selection, hiring, contracting, training and onboarding
• Supervision of the job posting, recruitment, selection, contracting and onboarding process
• Participate in interviews of candidates, and supervise the elaboration of tests
• Draft employment contracts for national staff and other collaborators (such as intern, volunteers, activists, facilitators, etc.) and liaise with supervisors for elaboration of Job Description
• Be responsible for the correct implementation of AVSI Orientation Manual
• Establish induction, orientation, and information programmes for new employees and assist employees in understanding legal texts related to employment in the DRC
• Ensure that all staff participate in mandatory training (PSEAH, CSP, Whistleblowing, Cybersecurity et al.) and monitor the need for refreshing training.

HR Management
• Be responsible for the management of national human resources (volunteers, facilitators, activists, interns) in terms of leave/absence verification, overtime, drafting of warning and/or termination letters, verification of contract deadlines and elaboration of addenda and other communications
• Be in charge of monthly preparation of payroll, inclusive taxes and social security contributions (IPR, INSS, INPP, ONEM ), and liaise with AVSI administration department for payments
• Produce and update the monthly record of staff leave and share it with relevant supervisors for proper follow up
• Ensure that employees’ archive is organized as per current laws and regulation, as well as AVSI internal procedure, and maintain confidentiality of personnel related information
• Together with the HAF verify that all employees’ salaries are covered by projects
• Gather all accounting documents for justification of salaries, taxes, and medical expenses
• Responsible for managing relations with insurance companies (in particular, personnel insurance, health insurance) and with other relevant stakeholders
• Liaise with HR focal points to ensure the collection of timesheets for national and international staff
• Provide advisory support to project managers on personnel administration for staff under their responsibility
• Contribute to the peaceful resolution of any disputes between AVSI and its employees
• Handling administrative aspects of the management of expatriate human resources (Prise en charge, work permit, Visas, powers of attorney, international driving permits etc.).

HR Development and Engagement
• Responsible for correct and timely implementation of AVSI appraisal system personnel evaluation process
• Contribute to developing guidelines for staff assignment, promotion, and professional development
• Contribute actively to create a positive work climate in all AVSI offices.

Essential Requirements

A bachelors degree in Human resource management, Business Administration, Management, or a related field
• A Master’s degree or HR certification is an advantage
• Minimum 5–7 years of progressive HR experience
• Experience working with NGOs, INGOs, or humanitarian organizations preferred
• Demonstrated experience managing the full HR cycle independently
• Experience supporting multi-country or remote teams is a strong advantage
• Wide knowledge of the governing Acts and regulatory bodies
• Knowledge of regulations governing expatriate operations the Democratic Republic of Congo.

Required skills and experiences

• Comfortable working in a growing, evolving organizational environment
• Computer literate with knowledge of Microsoft dynamics 365 will be an advantage
• Working knowledge of English language would be an advantage.
