Country Representative

The Programs Coordinator is the direct person responsible of the Programs Department in AVSI Tunisia, directly reporting to the Country Representative. S/he is accountable for making significant decisions on the unit purpose, functions, role, needs and resources.
As member of the Management Committee, s/he contribute in the overall functioning and strategic development of AVSI mission in Tunisia.

Main tasks and responsibilities

Programs quality & projects management :
- Supervise and have the final responsibility for the implementation of the INTERREG NEXT ITALIE-TUNISIE projects activities in accordance with the approved proposal, budget, financial planning and time schedule
- Be responsible for the achievement of all projects targets and key performance indicators
- Be responsible for the compliance with all AVSI and/or donor and/or government procedures (especially concerning procurement, logistic, safety and administration of the project) in concert with the Country Representative
- Ensure quality and sustainability of project(s) results through strategic and operational planning, monitoring, evaluation and learning (continuous improvement)
- Elaborate narrative reports as per donor/government procedures and proactively support the preparation of financial reports including the collection and verification of the relevant project documentation
- Oversee the effective implementation of AVSI projects in the Country ensuring adherence to timelines, budgets, and quality standards
- Establish a strong level of collaboration with the MEAL Department to ensure the implementation of a robust MEAL framework for all projects
- Ensure the proper delivery and timely submission of internal and external projects reports
- Ensure quality control of reports, in relation to donor requirements and consistency between narrative and financial reports
- Ensure projects have established and maintain high level of accountability mechanisms, including feedback and response mechanisms for beneficiaries
- Ensure the coordination of all projects, promoting systematic meetings among PMs and with Head of Departments to share experiences, best practices, and challenges with the final aim of fostering synergies between AVSI different program areas (integrated approach)
- Conduct regular field monitoring visits, assessing the effectiveness of project activities in relation to expected outcomes
- Collaborate with the Communication Manager (MENA and HQ) to ensure accurate communication and visibility of AVSI programs in the country.
Team management & technical support:
- Supervise program team directly (as line manager) and indirectly (acting as second line manager), developing and following up the Appraisal System tools, in close coordination with the CR
- Convey relevant information from senior management to program staff in order to keep them informed and engaged in strategic direction of the program.
Strategic development:
- Contribute to the development of AVSI strategy in the country
- In collaboration with the CR, take the lead in formulating the country program strategy;
- Identify specific funding opportunities and lead and coordinate the design of new projects proposals. This involves conducting a detailed analysis of donors/Call for Proposals (CfPs) requirements and priorities. Provide guidance to the project proposal team to ensure that the proposal aligns with the specified requirements and act as main writer when needed
- Participate in Go/No Go decision-making processes for new opportunities based on the Country priorities for the year, and resources available
- Contribute to the design of assessments for emergency or longer-term programming in existing or new project locations, in response to solicited or unsolicited funding opportunities
- Identify and nurture strategic partnerships with local organizations and other key stakeholders such as universities, research centers etc.
Internal & external relations and coordination:
- Together with the CR, ensure adequate representation of AVSI with government authorities, institutional and private donors, UN agencies, humanitarian agencies and other partners in regard to programs
- Coordinate the participation of the programs team in sectorial WGs, ensuring AVSI's positioning in all relevant national and regional coordination mechanisms, and the conveyance of information at the central level
- Ensure the seamless flow of information and coordination mechanisms between the Programs Department and other departments and promptly inform the CR of any particular challenge identified
- Work in close and systematic collaboration with the AVSI MENA Regional Office, particularly with the Programs Department.

Essential Requirements

Education: University degree in Political science and international relations, Business Administration, Economics or equivalent
Work experience: at least 3 years of global experience in international cooperation / development / Humanitarian context
Language Proficiency: Excellent knowledge of French. Strong command of English will be considered an asset.
