The gravity of the humanitarian and security context in Haiti require innovative multi-sectorial approaches that allow access to basic services to the most vulnerable population in the shortest time.
AVSI in collaboration with ACTED has formulated a project financed by DG ECHO and BHA where the establishment of a Rapid Response Mechanism (RRM) is the core of the intervention in the Department of the Artibonite. A multisectoral intervention will be implemented coupling Food Security, Protection and WASH interventions. The prime responsibility of the Chef de Volet RRM is to ensure that the project’s RRM component produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost in addition to the coordination with the international, national, and local stakeholders to ensure that the intervention will be tailored on the specific needs of the affected population.

Main tasks and responsibilities

Under the direct supervision of the Project Manager, the Project Coordinator RRM will have the duty of managing the project activities and coordinating the staff in the implementation of the RRM in Artibonite on behalf of AVSI and in coordination with the consortium’s partners and stakeholders. In particular, in coordination with the Project Manager and the Humanitarian Coordinator, he/she is responsible for the management, planning, implementation and oversight of the Rapid Response in Artibonite:
Project Management (30%):
• Ensure overall responsibility for the management of the programme in Artibonite by assuring the implementation of necessary AVSI standards;
• Manage the direct implementation by planning and oversight of different steps of the implementation process, take timely decisions and actions to ensure results are achieved, while ensuring coherence between various programmatic components;
• Ensure baselines are developed whenever possible, to allow for proper oversight and monitoring of results and programme impact;
• Establish work plans, activities, budgets, operational plans, tools and methodologies to ensure efficient project implementation;
• Oversees the drafting of progress reports and presentations and ensures quality financial and narrative reporting to concerned partners in line with pre-determined deadlines;
• Identify and obtain any support and advice required for the management, planning and control of the project;
• Responsible for Project administration in the Department of Artibonite;
• Liaise with suppliers and implementing partners;
• Monitor events as determined in the Monitoring & Communication Plan;
• Coordinating the M&E information system for measuring projects’ impact, and report on the progress;
• Preparation of various communication initiatives, including a monthly progress report, input to AVSI County Office;
• In coordination with the Chef de Base, to manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries.
RRM Planning and Strategy Development (15%):
• Ensure that AVSI’s engagement is in line with AVSI rules and regulations and responding to relevant AVSI strategies;
• Develop strategy and coordinate with the partners for overall support to Rapid Response thematic;
• Provide vision and policy direction to AVSI on Rapid Response and play an active role in policy advice, strategic thinking, and knowledge sharing;
• Support in the definition and creation of the procedures and the tools for the RRM in collaboration with AVSI and partners’ staff;
• Ensure that Rapid Response and conflict prevention are programmatically coherent and harmoniously integrated within the programmatic framework.
Humanitarian Surveillance and Facilitation of the MSNA (25%):
• Coordinating the humanitarian need watch by maintaining field staff and stakeholders’ constant communication to be alerted in case of accidents;
• Support the deployment of the rapid and multi-sector assessments for affected populations;
• Support the data collection and provide useful data to the Operational Unit in order to support the validation of the alerts;
• Conduct or oversee analytical work including institutional capacity assessments and policy reviews related to Rapid Response activities;
• Provide analytical capacity to the Country Office enabling its role in Rapid Response and conflict prevention;
• Maintain and manage the relations with relevant stakeholders at the Department and local level in order to strengthen the capacity of interception of the alerts and define the response together with the affected population.
Coordination and Aid Delivery (30%):
• Ensure that the goods and services are prepared and that the logistics and the delivery mechanism works efficiently and rapidly;
• Coordinate and facilitate the Response in a quality and timely manner;
• Identify and promote coordinated approaches on Rapid Response among international partners, participating in various policy or partnership forum(s);
• In collaboration with ACTED and other AVSI programme experts (Protection, Humanitarian aid, Food Security, and WASH), external partners and stakeholders, to develop activities of Rapid Response and conflict prevention on community level, inter and intra community dialogue, community stabilization, conflict prevention, reintegration through community recovery;
• Coordinate the collection of data for PDM.

Essential Requirements

Education:
University degree preferably in Political or social Sciences, International relations, Development, Humanitarian Aid, Project Management, or other related areas or professional experience equivalent to the required level.
Experience:
Minimum 3 years’ experience in emergency management and operations, humanitarian response and multisectoral programming;
Previous experiences working with the RRM represent an important asset;
Solid expertise in liaising with local and senior administration and national and international counterparts;
Language:
Fluency in French is required; English is a plus.

Required skills and experiences

• Niche training in emergency management; specific training in humanitarian response;
• Good skills in Microsoft Office software applications; Excellent presentation skills;
• Significant and proven skills in results-based management with preference for experience with ECHO programming;
• Demonstrates integrity by modelling the AVSI’s values and ethical standards;
• Promotes the vision, mission, and strategic goals of AVSI;
• Actively works towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills.
