THE IDEAL MEANING |
|
International adoption consists of a free and self-aware choice made by a couple ready to become, in full gratuity, the parents of a child who, born from another couple in a foreign country, needs a family where he/she can grow and feel wanted and loved. |
THE PROPOSED PATH |

As an integral part of its task, AVSI proposes both information meetings and a course where the future adoptive family is helped to explore in depth the very meaning of their own choice and all the aspects related to international adoption. |
INFORMATION |

AVSI is licensed by the Italian Commission for International Adoptions to implement international adoptions procedures on the whole Italian territory and in the following foreign countries: Albania, Lithuania, Romania, Russia, Brazil (States of Sao Paulo, Minais Gerais and Espirito Santo), Chile, Kazakhstan, and Mexico. |

The following information meetings are addressed to couples not yet qualified or waiting for qualification to adoption. The couples shall contact the reference office. MILANO - Via Melchiorre Gioia, 181 12 January – Thursday, 5 p. |

The course is run by a psychologist with the support of an adoptive family. Lessons from a paediatrician and an AVSI operator are also included. The couples who wish to attend the training course in preparation of international adoption, are invited by AVSI to a meeting with an expert, for mutual knowledge and information. |

Support and services provided by AVSI in Italy: € 2.800,00 as of January 2, 2007, to be paid upon job assignment. Support and services provided by AVSI abroad: between € 3.450,00 and € 5.400,00. |

Roberta Capponi, Chairman of CAI (Italian Authority for international adoptions) met with Diana De Jesu Pacheco, of the Central Adoptions Authority of the Republic of Mexico. During the meeting, attended by the representatives of five licensed bodies active in Mexico, the parties discussed the issues related to the adoption procedures of Mexican children and examined the possibility to simplify them, in order to find more quickly families available to adopt neglected Mexican children. |

CAI’s release: Information for the couples who have completed the adoption procedure on December 31, 2004 and have submitted request for refund of adoption expenses: such requests will be examined by a specific Commission. |

CAI has approved and funded 12 subsidiarity projects implemented by licensed bodies in Asia, Latin America, Africa and Eastern Europe. The initiative started four years ago includes actions in favour of families and children in difficult situation and at risk of neglect, to be implemented during 2005-2006, in compliance with tender n. |

On March 10, 2005 Government resolution no. 123, covering “New measures for International Adoption” has been approved. We are quoting its text, in Italian and Russian, in order to provide the concerned people with complete information. |

“Beyond Adoption”, a body intended to coordinate the Licensed Bodies pursuing subsidiarity in international adoptions, has been established by nine associations: AMI, AVSI, CIAI, CRESCERE INSIEME, Ai. |

SAD is an agreement covering a General Program for Distance Support, entered between the Commission of International Adoptions and the Licensed Bodies. Sad is a tool available to individuals and legal subjects who intend to express in a concrete manner their solidarity towards neglected and suffering children worldwide. |

10 subsidiarity projects implemented by the licensed bodies in Africa, Asia, Latin America and Eastern Europe, have been approved and funded by CAI. The initiative, now in its third year, covers activities in favour of early mothers, street children, minors with health and education problems, to be implemented in 2004 and 2005. |

Art. 4 of law no. 476 dated December 31st, 1998, introduces the possibility of deducting from the total income, 50% of the costs borne by adoptive parents for the implementation of adoption procedures. |

TAX DEDUCTION OF INTERNATIONAL ADOPTION COSTS By resolution no. 77 dated May 28, 2004, the Tax Authority communicates the new measures concerning tax deduction and certification of international adoption costs. |
